I was just talking with a friend that hit the back of a car because someone passed him right at a light. Then slammed on the breaks and cut him off. He ended up on the trunk of the car next to that one.
I have seen it. It sucks, but I take my turn at red lights and stop signs. unless I am turning then I filter up to the turning lane. If I was in a major city I think I would play the game differently though, I know I drive differently in them.
