The only way I can think of to make carbon look marginally better (depending on how bad the scratches are) is to very lightly scuff the tubes with something like a 3M grey scotchbrite pad or 600-1000 grit sandpaper and soapy water and then respray it with a quality catalyzed 2 part automotive clearcoat.
Removing paint...Hmm. I'd start with something like an extremely fast drying paint thinner (reducer they call it). Maybe nail polish remover? It'll be slow going but the faster the reducer, thinner or remover evaporates the less chance it will have of damaging the original finish.
