He probably put fiberglass over it. Since he rode it the repair is probably good. But then, you never know. There's no way with the info you have to evaluate the worth of his "guarantee", so you'd best ignore it.

That said, $450 seems like too much to me. You can get good frames for a lot less. What is it about this one that makes it so compelling?
