Start with basics. Is the stem pointing forward or toward you? Pointing it toward you should let you raise the angle of the bars, maybe giving you the best chance of clearing your knees with what you've got. I think the toureasy-type handlebars come in different lengths; and the RANS model is adjustable for height, width, and pull-back.
