Was he previously just riding by said construction equipment or was he off of his bike rummaging around said construction equipment? Had someone called the police to report suspicious activity? Or was the kid just taking a shortcut through the construction site? And what made the cop think that trying to shot a moving target from a moving vehicle with a taser gun was a smart idea? Granted it was ineffective, but still not a very bright idea, but better then if the cop had shot at the kid with his gun.
