Basically yes, except either no chrome on the fork legs, seat & chain stays, or at least no more than 1/3rd chromed. The chrome should be accents on a mainly painted frame. Also, painted dropouts rapidly look terrible after a few wheel installations & removals.

Oh, in addition, if at all possible supply the forks w/o those stupid CPSC dropout safety tabs. I always file them off, and if they have been chromed, the chrome will be ruined by filing. I realize that the CPSC requires them on complete bikes intended for road use, but I don't think they are a requirement for bare framesets or track bikes.
