I agree that it has very "Centurion" looking details, is the BB shell Italian threading or BSC? I think that shell has "Hitachi" looking milling, if you scrape away the paint there may be a Hitachi logo cast into the shell. Dropouts look JP, and they seem to have a brand stamped on them: what brand?
Could be another make but out of the same factory that made frames for Centurion, looks pretty nice, deserves a better looking fork.
