AFAIK, "made in" refers to the final location of assembly. I know more about this from the world of prosumer audio than I do from bikes, but I assume the same principle holds true. If Rode (and Australian microphone company) buys all their parts for a given microphone from China, but does final assembly and testing in Australia, they can say the mic was "Made in Australia." I would assume that the EAI frame is put together, QT'ed, painted or boxed in Italy but most of the manufacture is probably done in Taiwan. At the very least, I would imagine that the Italian company is purchasing their tubes from Taiwan, or from Deda who probably manufacture in Taiwan.
So I think that this is one of those you're both right situations. The bike is probably assembled or finished to some degree by an Italian company in Italy, and made of tubing from an Italian company whose factory is probably in the far east.
