You need good foot retention (toe clips and straps) if you're riding fixed and brakeless because slowing down and stopping is entirely dependent on having your feet on the pedals. If your feet come off the pedals at high RPM you will have an extremely difficult time getting them back on until you slow down. You don't want this to happen when you're approaching a hairpin turn or a busy intersection.

Either get brakes or good foot retention, or preferably both.
