This is my understanding as well.
Once 2-3 spokes on the same wheel break,
AFAIK the most prudent course of action is to rebuild the whole wheel. Otherwise you will, as you have done, keep breaking spokes on that wheel.
It's also a bit unclear who is replacing the spokes, what tools they have available, how good is the mechanic in question.
