There's a UCI rule about 16 spoke minimum for mass start. I think wheels have to pass a crash test thing too (UCI).

Not sure how that applies to USAC. But, as pointed out, people run different things in the "intramural" categories (3-5). Trispokes, Corima quads, Rev X, etc. In the Pro-1-2 most/all use UCI legal wheels.
