I rode a 2000 Tailwind for 2 years as my introduction to recumbentry. Nice bikes. I was a bit tall for it at 6'1", 45" x-seam. The picture looks like a 2000 or earlier model with 1.5" diameter main/top tube. Newer models have a 2" tube and have a bit less "built-in suspension".
Dual 20" wheels are light and rugged and get up to speed fast but somewhat more difficulty at maintaining speed on less-than-smooth surfaces.
That bike should weigh around 30 pounds. It will accomodate 20x1.5" tires or a bit larger, to help it roll better on rougher stuff.
