Check that the cleat isn't tightened down onto the shoe too far? I believe the same 4 screws that hold the cleat onto the 3 hole adapter will cause the spring to stick if honked down too hard.

OTOH, if you just replaced your pedals and not your cleats, then I'm out of ideas
