I don't think so, I doubt UCI/ASO rules provide for doing that after such a long time. Isn't Bjarne "60%" Riis still counted as winner of the '96 Tour de France despite having admitted doping? (of course giving the victory to second placed Jan Ullrich or 3rd placed Richard Virenque instead would be pointless too in that regard )
