Well, somebody came back -- probably the perp, but we don't know that for sure. And "very rare" is your assessment of the situation, not from the article (though I tend to agree.)
The article states the complainant refused to state what words were exchanged. The absence of certain information from the complainant is the key.
No, that's not what the article said.

"Three men were in the pickup. Campos declined to release descriptions of them or say what the two sides yelled at one another. He said detectives are investigating the case." Campos was the investigating officer (or some sort of officer involved in the case), not the complainant. Read the article again.

The father chased the thief in his truck, confronted him, the thief ran away, presumably got help, came back, found the father, we don't know what was said (does it really matter? thieves don't like being confronted! The father may have messed with somebody in a gang!) and shots were fired.
