If you take the lane, then they either have to run over you, or, wait and go around you in the other lane.
I believe the OP did take the lane, and the person went around him in the other lane without waiting on a blind hill.

I think in this situation the only thing to do is hope that the next time the driver does a similar maneuver is that there is a garbage truck parked in the opposite lane just over the crest (with the worker safely off the road rolling the newly emptied can.)
