I think in this situation the only thing to do is hope that the next time the driver does a similar maneuver is that there is a garbage truck parked in the opposite lane just over the crest (with the worker safely off the road rolling the newly emptied can.)
I reread the OP and you are right, he
did take the lane.
I had interpreted what I had read, as he felt that he had been passed too closely, now I fail to understand what his issue is/was.
If a car passed me on a blind hill in the other lane, it would fall into the category of "not my problem"
