Beat me to it - a good rule of thumb!
If you STILL can't get the pedal off easily (since you've now cranked it down so hard

), slip a length of pipe or something similar over the handle of your wrench; a longer handle makes MUCH more leverage. I use the steerer on an old fork for this kind of thing all the time.
