Rock Shox Poploc Question

I purchased a frame/fork combination that included Rock Shox SID Race fork. Before I purchased, I read that the fork had "Lockout" capabilities. However, now that I have the fork, I can't get it to completely lock. I've pumped it up to the recommended pressure and have turned the "Gate" dial to max, but it still gives me a little over an inch of travel when "locked". Is there some way to adjust this so that when I turn the lockout dial that I get no travel (without having to pump up the pressure to ridiculously high pressures which raise the fork up too high)?

Also, I've looked everywhere for a manual that shows how to adjust the fork. The Rock Shox website has a manual that shows how to install the fork, but it says nothing about what the rest of the things mean. There's a dial on the bottom that shows a picture of a tortoise at one end and a hare at the other. What does this control? Also, what exactly does the "Gate" dial do? It seems as though it makes the lockout ability a little more robust, but is that the only function?

Sorry if my questions are basic. This is the first Rock Shox fork I owned and I don't understand exactly how to adjust it. My wife has a Cannondale Rush with a lefty fork and when I set the lockout switch on that, the fork completely locks, so I was expecting the same from the SID.
