Its funny you say that. In the state of texas its technically against the law to carry wire cutters if its not a part of your job...(old law that was passed over 100 years ago to fight native americans and thieves who tried to cut barbed wire during the early periods of "taming" the west....) but its not against the law to carry bolt cutters?!
