The person who in this case almost had an item stolen is not at fault. That honor belongs to the person who decided to be low brow garbage. Clearly, the lesson of using a more powerful lock has been learned but as garbage proves everyday in places like NYC this only keeps honest people and the common opportunists at bay. The core problem is lack of morals and lack of um, let's call it immediate reinforcement of the benefits of moral behavior on those who have proven they need a refresher lesson.
