Pictures of the actual frame, lugs, brake bridge, cable guides, fork crown, dropouts, etc. would be a lot more helpful than pictures of the mis-matched components. BB thread(Eng or Italian) would be a huge help. You are the one asking for help, provide the tools the good folks here need to help you. I have yet to see a Concorde with a Cinelli BB, but that doesn't mean much, anything is possible.

The bike is likely early to mid 1980's, and it's possible it came as a frame/fork instead of a complete bike. It's possible that it was built by a small boutique builder. You may nevber know who built it and when, so what?

BTW, seat's not level
