I just got off the phone with the guy and he sounds stand-up. He was completely forthright--he said the bike is a solid B. He still said he thinks the tires need to be replaced soon, and that I can do it cheaply (as you guys have said) off amazon.

He also told me that he does buy bikes, fix them up and then resell them.
