I think he means the clamp on the seatpost itself, which holds the seat to the post.
The Kilo comes stock with a cheapo two-part post. If the part that clamps to your saddle which is inserted into the post is moving around, you definitely need a new seatpost.
BTW, good luck finding a good 26.8mm seatpost.
