Bikes: raleigh,shogun, brake rod

Hi!Picked up this Shogun mixte yesterday .. looking for something short for the wife to ride(guess what..she's short!)..Anyway..appears to be cheap Sport model..M6-L2208 SN..
One thing weird..it has a 24"tire/fork on the front(27" rear)!It appears to be a factory change by the decals/paint scheme/color the same on the fork and seat tube(High Tension Shogun).it also has "Made in Taiwan" and " Designed in Japan" decals on the lower seat tube.
I'm not familiar with Mixtes(first one in my bike "stable"..)..Is this a common factory practice to run 24" forks and tires on the front???The seat post is a small 17" also..:-O
