I can't think of the proper name for it - handlebar return spring?

Tried searching, but looking up " [insert word] spring" brings up a long list of results. I'm looking for the proper term for the spring that is sometimes put onto cargo bikes to keep the handlebars straight. If anyone knows where I could get the old fashioned return spring set up, or a place that does a 1" threaded version of that headset, that'd be fantastic. I've got an old Dutch bike that likes to flop over.

Completely unrelated question: The jaw apparatus on my park tools stand does not lock tight enough to keep a bike from spinning when locked on the stand. Any suggestions?
