While it can be 90 degrees at 7 AM in NYC, that is extremely rare. The average high in the hottest month is 84, and the low average the hottest month is 69. Around 7 AM, it is pretty close to the low. But the main thing is a non-hammering cyclist is in the same boat as the walkers/public transit users anyway.
