You assume correctly ... here in Victoria we have started DST, it is spring, and we have "gained" an hour of daylight in the evenings. WooHoo!!
And yes, the whole DST thing varies between countries and within countries. Just like not all Canadian provinces change their time, not all Australian states change their time either.
