My understanding is that's usually the result of strain to the hamstring. Lots of potential causes - the saddle could be a bit high, the bars could be a bit low, the saddle could be aft a bit too far, or everything could be set fine but your hams and back might not be loose enough for a good road position without some long-term flexibility work.
