That Cannondale has a mounting eyelet on the rear dropout, which is what the 2011 Dr.Fine is lacking.

QuakerProf, you could use p-clamps to mount a rack onto your seat stays. Alternately, it seems like you could use the fastening bolts for your sliding dropouts as mounting points, if you ran a longer bolt and some spacers.
