I know someone who had a case of chain suck on his new Jamis bike, and the damage looked like it went deeper than the paint. Jamis told him that the chainstays are really sturdy and can handle a couple of chain sucks. Since your damage doesn't look so bad, and it is in an area of the bike where tubes intersect that should already be reinforced, I would put clear nail polish over it and leave it alone.
