The tire is seated against a small diameter roller. This creates more resistance than if you had a tire seated against a flat road. The smaller the diameter roller the greater the effort to turn it. That is why bikes have such large diameter wheels.
Think of it this way. Imagine pushing a shopping cart across a field. Now imagine pushing a bicycle across a field. Which is easier? The bike of course with its large wheels. smaller = more difficult
