I've never heard it referred to as a Tweed Run, only a Tweed Ride, but yes--definitely a big thing in a lot of cities including Boston, though yes, I think it was unseasonably warm this year. Sounds fun to me, though I've never gone to one. The cycling community here is pretty young and good-humored and a lot of people get into these costume-y group ride type things.
