I don't trust JB weld, but the coaster brake transplant was a good swap. Why do anything to the existing horizontal dropouts?

If you just insist, you should cut off the existing dropout, and weld new "track forks" made from small angle-iron or flat-iron pieces. That would be cheap and you could grind them to any fit. Also, you could slot one or drill multiple holes, for the brake-arm. If that strap or bolt brakes, the bike will pedal you as the axle rotates in the frame.

I like the phillips coaster bike. Slick!

The 7speed coaster bike is cool too. What gear hub did you go with? I can't tell which it is. Is it the Nuvinci? That looks like it. Harris Cyclery has them, and the extension knob for road bars to fit the shifter. I think the infinite ratio hub will be a big hit when they can lighten it up some.
