I think it may be a PA65 Ranndonneur. The pic in my literature matches your model except for a drop bar versus the flat bar, a parallelogram Simplex front derailleur versus the rod type Simplex front derailleur and sapphire blue paint versus white white.

The PA65 would have a hi-tensile frame versus the Reynolds 531 on the PR65. The PA65 has the stainless steel fenders, steel rack and dynamo lighting system. The rims are steel. Based on the pics it appears to have the same Peugeot branded crankset, pedals, Weinmann center-pull brakes, Simplex rear derailleur and stem shifters. Same graphics too.
