Tires

Pedals (clipless)/Shoes (if you haven't already)
Wheelset definitely. Lose 2 pounds quick.

Doesn't say what type of shifters you have, but they look like either Tiagra or Microshift?
If Tiagra, I'd definitely go with a 105 Front & Rear Derailleur upgrade and if there's any money left over, a 105+ Crankset.

All these upgrades can be done for well under $1000. (I've tallied $700. so far) and most are transferable bits that can
be used on your next bike or sold off easily and will give that bike a new life (or rather, unleash it's potential).

If you don't have clipless pedals already (I'll assume you don't based on your OP), that's $300. for a great pair of shoes and pedals.

Are those are brakes on the flat part of the bar? Nix the "great" pair of shoes.
Get a "good" pair of shoes with pedal combo and a pair of 105 shifters (used if you have to).
($150. shoe/pedal combo, $150. shifter/brake combo)
