No, really, I'm dead serious. Hair getting tugged by clothing is a major cause of sores, because the agitated hair is treated as a foreign substance by your body.
No really this makes it far worse. The process of shaving-pulling out while cutting- the hair leads to a higher risk of infection. In surgery we have found shaving only increases wound infection rates.
