It has braze-ons for the rear brake cable and the shifters, and - perhaps most teelingly - two sets of bosses. I don't think it's particularly old. It looks to me like a lower-level Mexican Benotto. I had a mid-level one from the late 70's-early 80's with clips for the rear brake cable and clamp-on shifters. This one's surely later.
