Refurbishing an old Zefal pump

I bought this peg-mount pump because I like its looks and it fits my Falcon commuter's pegs. It's a chrome Zefal. Has a few minor dents in the main tube. The plunger seal washer is intact, but it seems to be shot. It looks like it's leather, but it's much softer, and formed into a cup-like shape. What happens when I pump is that about half the strokes will result in compression, while on the other strokes, the pump fails to "engage" and force any air.







Anyone know if there's a replacement part for these plungers?

Also, what's the technique for getting the hose onto a Presta valve and starting to pump without completely deflating the tire? I don't seem to have the right method!
