Well, the OP said it was a Campy Record freewheel and , if so, it will need Campy shifters to index. If it's a Shimano freewheel it will, of course, require Shimamo shifters. If it's Regina or Sun Tour freewheel, I don't think it will index well with either of these.

BTW, I don't think Campy ever made 7-speed brifters. IIRC, their first indexing shifters were "Synchro I and II" and were all downtube types.
