He looks to be a small Screen printer. He should do shirts and make a nice penny on the side. Of course, it's probably not his area, fabrics and all, but he could easily farm it out to one of his commercial contacts.
This is a screen print on quality paper stock. Essentially it is an art print. High quality art renderings have often been done with screen print tech. works well for certain types of art. The one with metallic "Schwinn Blue" ink looks like a winner. That is more along the lines of what this is best for. Some sort of background creativity, handmade paper etc may be a better touch along with the interesting inks, or even a nice multi color ink fade that only screen printing os capable of.
$30 sounds good. Heck, a good art "Lithograph" poster (regular old boring printing methods) is often in that same range and is hardly as nice.
