What's confusing me is the one closer to the cassette is toothed, but the other one is not. just trying to make sense of the world. Aren't Huret some of the best touring derailleurs? or not this model?

I have a campy rally that I am going to replace the worn down pully wheels on, it makes weird noises now and im pretty sure that is the cause.
