A more important question is what sort of tubing the frame is. How much does it weigh? What size seat post does it take? That'll give you an idea if it's low-end gas-pipe or nice chrome-moly. Some very nice old (1950's) frames combined stamped dropouts with high-quality tubing, although by the 70's stamped usually meant gas-pipe. If these guys are saying it's Japanese, it's probably from the 70's and a lower-end frame. But no braze-on's, maybe it would make a fixie or something.
