It's not perfect: When the panniers get full, the front end gets very light, causing a "wheelie-y" feel when starting out, and mild head shake being inducible when on the road*. I have a feeling that this due to nearly all the weight hanging off behind the rear axle.

Not bad for nearly no budget and being based on an old semi-racing-style bike, though.

* This was much, much worse when I was using an ancient Pletscher rack. Even when empty, the tail wagged the dog like crazy.
What are the panniers made from? Where can I get those boxes with latches?
