I saw a really bad one person bike 'accident' where a girl was riding her bike with her purse on the handlebars, the purse somehow got wedged in between her fork and her wheel, she went over the handlebars, and faceplanted onto asphalt. Lets just say that girl was lucky she had dental coverage on her health insurance.
It's definitely not safe to do, but it's not like there's a law against it, and the ticket is pretty egregious. She's riding a foldie anyway, so probably not going that fast.
