I can contribute with a little bit of experience here. I, mistakenly, just finished a build on a similar budget to you yourself. It was an extreme waste of time and money. I love riding my bike, but it was a money hole. You will not believe how much it costs to build with all the parts you really want. I spent significantly more on building up a conversion than I did on my complete Windsor Clockwork. It also took me ~4-5 months to do it on my budget. In that amount of time and with the amount of money I spent, I could have easily gotten a complete that was in-line with what I wanted to do with the bike.

TLDR;

Don't build, save money, and buy a complete that suits your needs.
