Questions that come to my mind, and I have asked the same of my wife.

Do you notice blinkies when driving, really? Radio, children, phone, passenger talking -- all of these elements play more of a role in the attention-demanding art of driving. People watch for police, traffic pattern changes, but usually not bikes, motorcycles, peds or anything else for that matter. I can't even honestly say I'd notice a headlight unless it was extremely obvious. So the question becomes do you really think that a $300+ blinking set of strobes is the solution? I don't have the answer, obviously. This guy was wearing 80's Dayglo and still wasn't picked up by the driver until they started to make the turn.

I guess you could posit that the driver was making an illegal turn knowing that the bike was there, and was just showing impatience by waiting in opposing traffic.

For me, in this situation, I'd slow enough to stop. There is plenty of space there and as long as the biker wasn't hammering it along in a sprint (which would have been even more obvious to see) it doesn't look like they were going at a speed where they couldn't decelerate quickly if needed.
