To all those who said it wasn’t that close, (starting with me in post #4) the lens on this camera obviously distorts the actual distance of the car, making it appear farther away than it really is. If you stop the video at the first sign of the driver beginning to make her left (at 19 or 20 seconds) and then again at the point where the rider is in the cars path, (about 23 seconds) that leaves 3-4 seconds to think and avoid. Not an unmanageable situation by any means, but still a potentially dangerous one requiring one to be ready to react.
And 27 mph, in the shoulder? I think at that speed I’d be spending most of my time in the travel lane. I find less infringment on my right of way when I'm positioned where the cars would be.
