This won't stop them from borrowing, stealing, or buying from private citizens.

Most people hit and run because they don't have valid insurance, registration, DL, and or warrants.

I don't know what effect harsher penalites would have on hit and runs, would it make them more or less likely?

I don't meant to threadjack, it's a frustrating situation, all I'm saying is I don't think cyclists are singled out. I think no matter what they hit that person would flee or attempt it. Responsibility starts at home with the parents.
