Those seats would work fine, especially if you were next to the trash recepticle and you don't usually have a disabled rider using that area. I would even try it a few times out of the bag to get the conductors feel for it. I regularly see Metra users on the Mil District West line with folders w/o bags. They don't seem to get any flak.
